Lead the Future of Brockville
The City of Brockville is seeking a dynamic and experienced leader to join its Senior Leadership Team as Director of Development Services. This is a strategic leadership role responsible for guiding the City’s growth and development while fostering a vibrant, sustainable, and business-friendly community.
About the Role
Reporting to the City Manager, the Director of Development Services provides leadership and oversight to the Economic Development, Tourism, Planning, Building and By-Law Enforcement divisions. This position plays a critical role in shaping the future of Brockville through strategic planning, policy development, and stakeholder engagement.
Key Responsibilities
- Provide strategic leadership to multiple service areas including Planning, Building, Economic Development, Tourism and By-Law Enforcement.
- Develop and implement economic development strategies that support business attraction, retention, and expansion.
- Lead land use planning, policy development, and community growth initiatives.
- Negotiate property acquisitions, sales, and leases on behalf of the City of Brockville.
- Ensure compliance with applicable legislation, including the Municipal Act, Planning Act, Provincial Policy Statement and Ontario Building Code Act.
- Oversee departmental budgeting, procurement, and contract management.
- Provide regular reports and strategic advice to the City Manger and Council.
- Champion a culture of safety and ensure compliance with occupational health and safety standards.
- Lead, mentor and develop a high-performing team of a appropriate 16 staff.
Qualifications
Required
- Post-secondary degree in Planning, Architecture, Engineering, Business or related field.
- Minimum 7 years of progressive municipal leadership experience in a related discipline.
Preferred Assets
- Professional designation such as Registered Professional Planner (RPP), Professional Engineer (P.Eng.), or Project Management Professional (PMP)
- Experience providing evidence at the Ontario Land Tribunal (OLT)
Knowledge, Skills and Abilities
- Strong knowledge of municipal/provincial legislation, regulations, and policies.
- Exceptional leadership, negotiation, and relationship-building skills
- Excellent communication and public engagement abilities
- Proven critical thinking and decision-making capabilities
- Professionalism, integrity, and sound judgment in a politically sensitive environment.
- Strong organizational and time management skills.
Working Conditions
- Office-based environment with frequent deadlines and competing priorities.
- Attendance at evening Council and Committee Meetings, as required.
- Regular interaction with elected officials, developers, stakeholders and the public.
- Occasional travel within and outside of the City.
