Locates and Permits Technician

Applications are invited from qualified and interested candidates for the above-noted C.U.P.E. Local 115 (Inside) position in the Engineering & Infrastructure Department.

Reporting to the Engineering Supervisor, the Locates and Permits Technician is responsible for providing excavation permits, for locating for all City infrastructure and utilities, enforcing various bylaws, providing municipal consent permits, reviewing traffic plans, various inspections, completing and maintaining records, reviewing various site plan elements, ensuring compliance of City standards are being met for various City infrastructure and utility projects.

City Infrastructure projects primarily include pedestrian and vehicle infrastructure such as roads, boulevards, sidewalks, traffic systems, utilities, recreational pathways, linear infrastructure such as water, sanitary and storm sewers. The Locates and Permits Technician is involved in administering municipal consent programs with utility companies and has duties and responsibilities that includes design review, some miscellaneous CAD, GPS surveying, GIS platform work, utility locating, inspections, and City policy and bylaw enforcement as it relates to City works. The Locates and Permits Technician is an important team member providing support to many City Divisions including Engineering, Water, Wastewater, Public Works, Parks and Transportation as well as many outside stakeholders such as utility companies, developers, contractors, and private and commercial residents.

Essential (Minimum) Qualifications:

  • Post secondary diploma in Engineering Technology or equivalent combination of education and experience.
  • Minimum of two (2) years related experience in an engineering or utility locate environment.
  • A valid “G” class driver’s license with and clean driver’s abstract.
  • Computer expertise in Microsoft Windows environment including Microsoft Office 365.
  • Autodesk Civil 3D, AutoCAD and GIS would be an asset.
  • Ability to deal effectively with all levels of staff and the public.
  • Knowledge or applicable legislation and industry standards including, but not limited to the Occupational Health & Safety Act (and associated regulations), the Highway Traffic Act, working at heights legislation.
  • High degree of civil technology, engineering, infrastructure, and construction aptitude.
  • Demonstrated strong organizational skills and the capacity to multi task in a fast paced environment, responding with flexibility to changing priorities.
  • Demonstrated ability to work independently and to manage timelines.
  • Demonstrated ability to be a team player who can establish and maintain effective working relationships with fellow employees, and the public.

Working Conditions:

  • The incumbent will work 40 hours per week, and overtime as needed.
  • This position involves minor physical labour and candidates must be physically able to perform the essential duties in a regular construction work environment.
