Notice of Virtual Public Meeting

The Planning and Operations Committee of the City of Brockville will be holding a Virtual Public Meeting to give the public an opportunity to make representations concerning proposed Amendments to the City of Brockville Official Plan and Zoning By-law 050-2014 in relation to the following Applcaitions.

1. Zoning Amendment File No. D14-056

Subject property:

271 Perth Street

Description of lands:

The north-east corner of Perth Street and Schofield Avenue

Proposed Zone change:

Change from C1-5 Local Commercial Zone, to R3 – General Residential Zone

Proposal for the lands:

The owner is requesting to rezone the property to R3-General Residential to permit the establishment of a triplex on the site.

The subject lands are the subject of an Application for Amendment to City of Brockville Zoning 050-2014.

Description of lands:

Brockville Shopping Centre (east side of Stewart Boulevard, north of Central Avenue and south of Highway 401.

Proposal for the lands:

The proposal addresses the redevelopment of the Brockville Shopping Centre. The proposed amendments will, if approved, permit the property to be redeveloped to accommodate a mix of commercial and residential uses on the property.  There is an 88-unit apartment tower proposed, a 140-seniors apartment tower proposed, a Medical Complex, an Air Supported Structure as well as other commercial and accessory uses which include, but are not limited to, a Grocery Store, a Commercial Recreational Establishment, an Emergency Shelter, a Home Occupation and a Transit Hub.  The owner is also seeking permission, through the amendments, to allow residential uses on the ground floor.

Proposed OP change:

Change from “Mixed Use and Commercial Area”, within the “Mixed Use Node”, subject to “Source Water Protection Considerations” to a Special Exception designation under the “Mixed Use and Commercial Area”, within the “Mixed Use Node”, subject to “Source Water Protection Considerations” to permit ground floor residential use on the property as well as an increased height to a max. of 10 storeys.

Proposed Zoning change:

Change from “MC – Mixed Use Corridor Zone”, subject to “Source Water Protection Considerations” to “MC – Mixed Use Corridor Special Exception Zone”, subject to “Source Water Protection Considerations”.  The special exceptions requested are to:

  1. Permit up to 20% of the aggregate ground floor area on the site, to a max. of 3,000 m2, to be used for ground floor residential;
  2. To permit apartment units on the same lot as an Automobile Service Station;
  3. To add a Home Occupation and Emergency Shelter as permitted uses;
  4. To permit a maximum height of 30.0 metres; and
  5. Require a minimum of 750 parking spaces for all proposed uses.

 The above lands are the subject of concurrent applications.

2. If you are unable to attend the virtual meetings and wish to submit comments regarding either of the above matters please submit them in writing to planning@brockville.com or by mail to: City of Brockville, Planning Department, Attn: Director of Economic and Development Services, City Hall, One King Street West, P.O. Box 5000, Brockville, Ontario K6V 7A5.  All written corrospondence must include your full name, address, and reference to the specific file number in all submissions or queries.  All comments received will become part of the public record.

Written requests for notification of the adoption of the proposed Official Plan Amendment and/or Zoning By-law Amendment, or refusal of the request, must be made to the Director of Economic and Development Services for the City of Brockville.

If a person or public body does not make oral submissions at the Public Meeting or make written submissions to the City of Brockville before a decision is granted respecting the proposed amendment, the person or public body is not entitled to appeal the decision of the City of Brockville to the Ontatio Land Tribunal (OLT); and, may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal (OLT) unless, in the opinion of the Board, there are reasonable grounds to do so.
