City Council Passes 2024 Municipal Budget

At a council meeting on Tuesday, February 27, 2024, Brockville council passed the 2024 municipal budget with a net tax levy of $43,618,442. The net residential tax rate increase is 4.9 per cent, representing an estimated annual increase of $77.52 or monthly, $6.46 per $100,000 of assessment for a residential home. An average Brockville residential property assessed at $250,000 would have an estimated annual increase of $193.81, or monthly $16.15.

The highlights of the budget include:

  • $25,035,174 to support City Departments
  • $91,260 in net annual savings of after bringing Para-Transit in-house
  • $400,000 contribution from Fiscal Policy Reserve to smooth the 2023 Budget jump-gap
  • $18,434,768 to support community partners including:
    • $268,194 of MAT tax to offset the Aquatarium net budget of $642,844 (operating $450,000 and In-kind $192,884)
    • $400,000 contribution from Fiscal Policy Reserve to mitigate the 63% increase, $1,039,768 from St. Lawrence Lodge, $2,686,264
  •  $148,500 to support community groups including:
    • Brockville YMCA $120,000
    • Maple View Lodge $22,000
    • Sherwood Park Manor $100,000 year 1 of 5 proposed funding by debt.

The budget continued to support current service levels while also investing in capital projects:

  • $3,079,908 rehabilitation of the William Street Overpass
  • $1,013,850 for parks and recreation projects including:
    • $450,000 for arena equipment and safety updates.
    • $120,000 for Railway Tunnel light show maintenance.
    • $50,000 for Laurier soccer/rugby pitch.
    • $55,000 for Centeen Park steps.
    • $28,000 Brock Trail
    • $282,850 other parks maintenance
  • $2,150,000 for road surface maintenance.
  • $341,000 bridges and culverts
  • $236,614 transit
  • $543,800 IT infrastructure
  • $1,787,300 public works equipment
  • $185,410 building services
  • $166,600 fire equipment
  • $717,350 other facility maintenance and equipment

Tree Trimming Maintenance Cycle Begins

The City of Brockville has started conducting regular tree trimming cycles. With an effort to be more proactive and provide a better service, City Council approved creating a new Arborist position and the purchase of necessary equipment and vehicles earlier in 2023 during the regular budget process. Show Extension to January 7 for the River of Lights

The City of Brockville is pleased to announce an extension to the River of Lights.

Previously scheduled to run until January 2nd, the show has been extended to Sunday, January 7th. The decision to extend the show was made after receiving feedback from the Tourism Team at the Aquatarium and requests to extend the show for families who have children on break from school that week who are looking for things to do.

Please enjoy the show for a few extra nights and support our local shops and restaurants when you visit 🙂

As always, the show is weather dependent – in the case of extreme weather or freezing rain that would make the site unsafe we will make an announcement through the website “announcements” feature and post in the Facebook event for the 2023 River of Lights.

125 Stewart Boulevard, Brockville Shopping Centre

Description of Lands:

Part of Lot 12, Concession 1, and Part of Lots 5 and 6, Plan 238, City of Brockville.

Proposal for the Land:

The proposal addresses the redevelopment of the Brockville Shopping Centre. The proposed amendments will, if approved, permit the property to be subdivided and redeveloped to accommodate a mix of commercial and residential uses on each property.

Proposed Official Plan Change:

Amend the current Site Specific Policy Area that reads “In addition to the other uses already permitted through the “Mixed Use and Commercial Area” policies contained in this Plan, 125 Stewart Boulevard shall be permitted residential uses on the ground floor without the requirement to meet a minimum ground floor height of 4.5 metres as it relates to the residential units only, and to allow a maximum building height of 12 storeys” and amend it to remove the reference to “125 Stewart Boulevard” and allow it to be applied to all the lands under this application upon severance.

Current Zoning:

MC-2 Mixed Use Corridor Special Exception Zone.

Proposed Zoning:

All Proposed Parcels:

Amend the current MC-2 Mixed Use Corridor Special Exception Zone and create a new MC-3 Zone, MC-4 Zone, and an MC-5 Zone to permit the following:

    • Permission for 100% of the ground floor to be used for residential and/or commercial.
    • Reduction to the minimum required amenity space of 50% per bedroom type.
    • A Reduction to the minimum required children’s play area size from 2.5m2 per unit to 1.75m2 per unit.
    • A Reduction to the minimum parking required per Apartment Unit from 1.1 spaces to 0.8 spaces.

Requests specific to each new proposed parcel:

Retained Lands: Current Mall Property, Amended MC-2 Zone to permit the following:

    • Establish a parking ratio of 3.75 spaces per 100.0 m2 for all commercial uses except for a medical office requiring 1.0 space per 30.0 m2, and a Commercial Recreation Establishment at a rate of 1.0 space per 40.0 m2.
    • Establish a maximum allowable height of 36.0 metres.
    • A Reduction to the minimum rear yard from 6.0 metres to 2.6 metres.

Proposed Severance #1: Rear Parking Area (File B06/23). Rezone from MC-2 Zone to a new MC-Special Exception Zone to:

    • Establish a parking ratio of 2.5 spaces per 100.0 m2 for all commercial uses except for a clinic and medical office requiring 1.0 space per 30.0 m2.
    • Establish a maximum allowable height of 36.0 metres.
    • A reduction to the minimum lot frontage required from 15.0 metres to 13.6 metres.
    • Reduction to the minimum landscaped open space required from 10.0% to 7.0%.

Proposed Severance #2: Current Beer Store Lands (File B07/23). Rezone from MC-2 Zone to a new MC-Special Exception Zone to:

    • Establish a parking ratio of 3.75 spaces per 100.0 m2 for all commercial uses.
    • Establish a maximum building height of 27.0 metres.
    • A Reduction to the minimum landscaped open space required from 10.0% to 0.0%.
    • A Reduction to the minimum rear yard from 6.0 metres to 5.3 metres.

Proposed Severance #3: Currently Dairy Queen and Great Canadian Oil Changers (File B08/23). Rezone from MC-2 Zone to a new MC-Special Exception Zone to:

    • Establish a parking ratio of 3.75 spaces per 100.0 m2 for all commercial uses.
    • Establish a maximum building height of 27.0 metres.
    • Reduction to the minimum landscaped open space required from 10.0% to 0.0%.

The subject lands are the subject of concurrent applications for Amendment to the Official Plan and Zoning Bylaw 050-2014, as well as applications for consent to sever.
