Organics Collection Bins
The Food and Organic Waste Policy Statement issued on April 30, 2018 by the Minister of the Environment and Climate Change focuses on waste reduction and resource recovery through preventing and reducing food waste and sets waste reduction and resource recovery targets. In response to this statement, legislative changes and a focus on waste reduction, the City will be implementing an organics waste program sometime later this year. As a necessary step, staff recommendations to partner with Orbis Canada Ltd. for the supply and distribution of special source separated organics bins to those who currently receive curbside collection of waste was considered this week. Council approved this recommendation and the associated cost of $235,821.12. Staff are planning education and outreach efforts to explain the changes to residents prior to implementation.
City Hall Entrance Plaza Repairs
Members of the public and staff may have noticed the decorative interlocking stone plaza in front of City Hall is showing signs of damage due to weather and general wear and tear. On Tuesday, staff presented various options for replacement or repair ranging from approximately $10,000 to more than $80,000. Council opted for the most cost-effective solution of replacing approximately 400-600 of the interlocking stones, extending the life of the plaza. Staff were directed to report back to the General Committee in September with potential options and approaches to updating King Street infrastructure in the Business Improvement Area inclusive of surfaces, curbing, lighting and furnishings for consideration in future budgets.
Traffic Changes
In 2024, staff were directed to investigate the possibility of erecting four ways stops in response to traffic challenges identified by members of the public at two locations – Ormond Street and Charlotte Place and Water and Apple Streets. In a report to the General Committee in September, staff recommended alternative options to the suggested four-way stops including the installation of a pedestrian crossover on Ormond Street at Charlotte Place and establishing Apple Street as a one way northbound only street. Following the receipt of public feedback, Council decided to refer the changes at Apple Street back to General Committee for further consideration. The pedestrian crossover is expected to be installed on Ormond by early July.
Committees Bylaw
The Municipal Act authorizes municipalities to establish local boards and committees to support decision making processes. Advisory Committees in particular, are a well-established component of municipal governance in Canada and they provide a venue for ongoing interaction between constituents, City Council, and municipal staff. Many Committees make recommendations on a wide range of topics, including accessibility, heritage, facilities, and more, and some are required by provincial laws.
Following a thorough Committees Review, https://brockville.civicweb.net/document/211299/ Council has established Committees and set rules and procedures for their work. The Committees Bylaw will provide a governance framework to support the establishment of Committees similar to the Council Procedure Bylaw. It outlines a general framework for the rules of meetings, appointments, voting and other governing elements. The Committee Bylaw is expected to positively contribute to the flow of information and provides clarity around roles and responsibilities and expected conduct.

Council proclaimed May 25th to May 31st as National AccessAbility Week. The Brockville Municipal Accessibility Flag will be flown at Tunnel Bay from May 26th to June 2nd.
