    The Planning and Development Committee of the City of Brockville will be hosting Public Meetings to give the public an opportunity to make representations concerning the following proposed Amendments to the Official Plan and Zoning Bylaw 050-2014.

    Summary of Proposal

    Subject Property:

    5 Home Street

    Proposal:

    The proposal addresses the redevelopment of 5 Home Street to permit a new seven storey mixed-commercial-residential building, containing approximately 750.0 square metres of leasable commercial space, and 84 residential units with 103 interior and exterior parking spaces accessed from Apple Street and Ernie Fox Quay.

    Proposed Official Plan Change:

    Change from: “Downtown and Central Waterfront Area”, within the “Mixed-Use Node”, subject to “Skyline Development Area (8 Storey)” policies, “Intermittent Street frontage” policies, “Main Street Area” policies, “Waterfront Development Area” policies, is listed as a “Potential Intensification Site”, and is subject to “Cataraqui Region Conservation Authority Screening Area” policies, “Flood Hazard” Policies and “Source Water Protection” considerations”.

    to: “Downtown and Central Waterfront Site Specific Policy Area” to permit encroachment into the angular plane 5.2 metres on Apple Street and 4.2 metres on Water Street, and to amend minimum building heights at the street edge as well as a reduction to the minimum ground floor height from 4.5 metres to 3.0 metres.

    Change from: “MW-2-Mixed Use Downtown Special Exception Zone”, subject to “Intermittent Street frontage” provisions, “Minimum Ground Floor Height (2 Storey)” provisions, “Maximum Building Height (4 storey)” provisions, “CRCA Screening Area” Policies, “St. Lawrence River – 1:100 year flood plain plus wave uprush factor” policies, and “Source Water Protection”

    to: a new “MD-Mixed Use Downtown Special Exception Zone”.

      • Proposed: 3.00 metres
    • Angular Plane:
      • Current Requirements: 45 degrees (maximum)
      • Proposed encroachment of 5.2 metres on Apple Street
      • Proposed encroachment of 4.2 metres on Water Street
    • Apartment Units:
      • Current Requirements: Not permitted on the ground floor
      • Proposed: Seeking permission for residential units on ground floor
    • Loading Space(s):
      • Current Requirements: 1.0 space
      • Proposed: 0.0 spaces
    • Parking Spaces:
      • Proposed: 103 spaces being proposed
    • Children’s Play Area:
      • Current Requirements: Required at 140.0 square metres
      • Proposed: Looking to not provide due to proximity to Hardy Park.

    The subject lands are the subject of concurrent applications for Amendment to the Official Plan, Amendment to Zoning By-law 050-2014, as amended, and Site Plan Control.

    Please note that there was an error in the Notice that was provided to neighbours as well as in the Recorder and Times. The notices made reference to a reduction in parking. No reduction is needed.

    All public comments concerning the proposed amendments shall be heard by the Planning and Development Committee at this Public Meeting. Any person may attend this public meeting and make written or oral representations either in support of, or in opposition to, the proposed Amendments. Written submissions from persons not attending the meeting should be received by the Supervisor of Planning, City Hall, One King Street West, P.O. Box 5000, Brockville, Ontario, K6V 7A5, or by email to circulations@brockville.com, by June 26, 2026.
