The City of Brockville Council is the governing body of the municipal corporation and the custodian of its powers, both legislative and administrative. The Municipal Act provides that councils can only exercise the powers of the municipal corporation in the proper form, either by bylaw or resolution.

The councillor’s job is to work with other council members to set the overall direction of the municipality through their role as a policy maker. The policies that council sets are the guidelines for administration to follow as it does the job of running a municipality. A councillor will spend a lot of time while on council creating new policies and programs or reviewing the current ones to make sure they are working as they should.


The Administration Department works very closely with the Mayor and members of City Council to ensure effective governance of the Municipality. This ongoing partnership should result in a positive outcome for our citizens.

The City Manager reports directly to the Mayor and Members of Council and is responsible to ensure that the policies and directions of Council are carried out.

For citizens who have questions and need further information about their municipality, an email or telephone call to individual Department Heads is encouraged. Of course, you may also contact any member of Council or staff from the form above.

The City Manager directs and manages daily administration of the City operationally. The Executive Assistant is aid to the Mayor, Council and the City Manager who also manages corporate communications which includes website and social media.

The City Manager oversees Cultural Services as well which includes; Brockville Tourism, Heritage Brockville, public art, the Brockville Arts Centre and the Brockville Museum.

Careers and Human Resources 

The Human Resources Department is responsible to recruit and support a team of professional, skilled, and accountable staff so they are equipped to provide quality services to the residents of the City of Brockville.

Customer Service

The main areas of responsibility in the Customer Service Department are taxation, water billing, and accounts receivable. Other areas include the sale of bus passes and tickets, issuing of marriage licences, commissioner of oaths, garbage tags, and dog licences. We accept payment for marriage licences, business licences, bingo licences, and parking tickets. The Customer Service and Revenue Office is located just inside the main entrance doors to City Hall on the left hand side.


The primary role of the Clerk’s Department is driven by provincial legislation, most notably the Municipal Act, the Municipal Elections Act and the Municipal Freedom of Information and Protection of Privacy Act. The Department provides administrative support to Council and its Committees and ensures that all of the actions taken by Council are recorded and communicated.

The Clerk’s Department produces Council meeting agendas and minutes for the various committees and Council sessions. Agendas for upcoming meetings are posted online through our Brockville CivicWeb online platform on the Friday before the upcoming meeting. Council meetings are live streamed on CivicWeb and recordings of the meetings are available online afterwards. Minutes of previous meetings can also be found on CivicWeb.

Economic and Development Services

Our Planning, Building, Economic Development, and Bylaw Enforcement staff are housed together under one department, the Economic and Development Services Department. This helps to help streamline the process of reviewing and processing applications and helps connect new businesses to resources in the community.

Collectively, these divisions work together to direct growth of businesses, development, and assist residents with making improvements to their homes, all to the benefit of the entire community.

Engineering and Infrastructure

The Engineering and Infrastructure Department oversees and administers the continual delivery of the City’s Water, Sewer, and Solid Waste (garbage, recycling, composting) services to ensure a high and safe standard. The main objective of the Department is to protect the health, safety, and environment for residents living in the City of Brockville.

There are 5 divisions in the Engineering and Infrastructure Department that manage specific aspects to ensure sufficient service delivery:

  1. Engineering
  2. Water Systems (water supply and treatment)
  3. Wastewater Systems (wastewater and sewer systems)
  4. Solid Waste (garbage, recycling, compost)
  5. Geographic Information System

Emergency Services

Brockville Fire Department

The Brockville Fire Department protects the lives, property and environment of the people who reside in the city of Brockville. Personnel are highly trained to respond to a wide variety of emergency and non-emergency incidents including fires, rescues and medical and hazardous-material emergencies.

The Brockville Fire Department is also responsible for fire prevention, public education, communications and emergency preparedness. The Brockville Fire Department consists of five divisions: Administration, Fire Prevention, Fire Training, Fire Suppression and Communications with an employment of 38 full time personnel and 3 part time dispatchers.

The Brockville Fire Department has two fire stations and covers a population of over 22,000. Station Number 1 is located at 61 Perth Street, and Station Number 2 is located at 360 Laurier Boulevard.

Emergency Medical Services personnel respond from each fire station. This service is complemented by Firefighters who have all received First Responder Emergency Medical Care Training.

The Brockville Fire Department responds to approximately 1,000 calls a year.

Brockville Police Services

The Brockville Police Service is staffed, trained and equipped to offer the latest technology and dedicated personnel; a progressive policing service specializing in community policing. We believe that our community deserves the best and that is what we strive to do on a daily basis.

Adequate and Effective policing is a basic right and a necessity. It is a front line service most important to the quality of life in any community. Municipalities have difficult decisions to make, in supporting a service that is so vital. Decision makers are challenged as never before, with rising taxes and higher costs of living. The Brockville Police Service is dedicated to protecting and maintaining our quality of life, ever mindful of the bottom line. Our administration costs are lean and our budget dollars are directed to providing front line patrol and emergency response service where it counts: on your roads and in your neighbourhoods. Your safety is paramount, as is the safety of our officers.

Brockville Police Officers are encouraged to solve problems using their own initiative, reinforced by the exhaustive training they receive. Our officers have immediate access to the Chief of Police and senior staff, which ensures that major decisions can be made quickly. The Brockville Police Service has a strong emphasis on ethics and commitment. Officers are directly accountable to the Supervisors, senior staff and the Board, and know exactly where they stand on a day to day basis, as internal communication flows effectively.

In general, Brockville Police personnel are fit and well educated. Their dedication is reinforced by a strong community patrol and investigative capability, enhanced by beat, bicycle, marine, canine and mobile patrols, Criminal Intelligence Service of Ontario membership and an enhanced 911 Emergency Communications system on a 24 hour a day basis, to serve our community.

Finance (Treasury)

The Finance Department is responsible for all financial activities of the City. Activities include revenue collection of tax and water, accounts payable, accounts receivable, payroll, budget, investment, financial planning, debt management, the Brockville Cemetery and financial reporting.

For all inquiries relating to water billing and parking, as well as over the phone and online payments, please contact the Customer Service Office in City Hall.

Financial matters are discussed monthly as part of the General Committee, one of the standing Committees of Council. Recommendations are then forwarded for approval by City Council.


The Operations Department is responsible for the construction, operation and maintenance of the City’s infrastructure such as roads, sidewalks, bridges, airport, traffic control devices, street lighting, and fleet. The Operations Department is divided into the following divisions:
