    Notice of Public Meeting Concerning Proposed Amendment to Zoning Bylaw 050-2014 for the City of Brockville

    The Planning and Development Committee of the City of Brockville will be holding a second Public Meeting to give the public an opportunity to make representations concerning proposed Amendments to the City of Brockville Zoning Bylaw 050-2014.

    Description of Lands:

    Located on the northwest corner of James Street West and John Street

    Proposed Zone Change:

    Change from “R4-General Residential” subject to “Source Water Protection” considerations, to an “R4-XX General Residential Special Exception Zone” subject to “Source Water Protection” considerations to permit a “Maisonette Dwelling” containing 4-dwelling units of which 50% of the units can be rented in a co-living arrangement. The proposed Special Exceptions are as follows:

      1. Reduction to the Minimum Lot Frontage from 25.0m to 12.0m.
      2. Reduction to the Minimum Lot Area from 1,000.0m2 to 275.0m2.
      3. Recognize the existing Front Yard Setback of 0.0 meters.
      4. Recognize the existing Exterior Side Yard Setback of 0.0 meters.
      5. Recognize the existing Interior Side Yard Setback of 0.0 meters.
      6. Recognize the existing Rear Yard Setback of 0.0 meters.
      7. Reduction to the Minimum Landscaped Open Space from 30% to 18%.
      8. Reduction to the Minimum Amenity Space from 155.0m2 to 16.0m2
      9. Reduction to the Minimum Number of Parking Spaces required from 5.0 spaces to 0 spaces.

    The applicant is also proposing a new definition for a “Co-living unit” as Zoning Bylaw 050-2014 does not currently define this type of arrangement. The definition is proposed as follows:

    “A Co-Living Unit means the use a building intended for residential accommodation where private bedrooms and/or living spaces share the use of one common kitchen and may share common washroom facilities or living spaces.”

    The total number of bedrooms proposed are as follows:

      • Level 1: 1 (3-bedroom Unit)
      • Level 2: 1 (6-bedroom Unit)
      • Level 3: 2 (3-bedroom Units (Existing))

    Any person may attend this public meeting and make written or oral representations in support of, or opposition to, the proposed amendments.  Written submissions from persons not attending the meeting should be received by the Director of Economic and Development Services, City Hall, One King Street West, P.O. Box 5000, Brockville, Ontario K6V 7A5, or through email at circulations@brockville.com by 24 January 2024.

    If a person or public body does not make oral submissions at the public meeting or make written submissions to the City of Brockville before a decision is rendered respecting the proposed amendments, the person or public body:

    • is not entitled to appeal the decision of the City of Brockville to the Ontario Land Tribunal; and
    • may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the board, there are reasonable grounds to do so.
