Meetings

Council’s role is to represent the public and to consider the well-being and interests of the municipality. The City of Brockville does not have a ward system therefore all councillors are “at large” representing the interests of all residents.

Regular Council meetings are scheduled for 5:30 pm on the second and fourth Tuesday’s of each month, with some exceptions during July, August and December. The meetings are generally held in the Council Chambers which is located on the second floor of City Hall at 1 King Street West, Brockville.

The PDC meet on the first Tuesday of each month in the Council Chambers at City Hall at 4:30 pm. Please ensure that you check the agenda for the correct start time.

 

The PDC's areas of responsibility are: Economic & Development Services, including Building, By-law and Planning Divisions, Heritage Brockville, Municipal Accessibility Advisory Committee (BMAAC), Cataraqui Region Conservation Authority and St Lawrence Corridor Economic Development Commission.


As of December 1, 2022, the Planning and Operations Committee (POC) was dissolved and a new Planning and Development Committee (PDC) was established. For agendas and minutes for the former POC Committee you can access them here: POC Committee

The PDC - Public Planning meetings are generally held on the first Tuesday of the month in the Council Chambers at City Hall. This Committee only meets when required. Please ensure that you check the agenda for the correct start time.

With respect to planning applications, it is recommended that all comments or questions be submitted in writing to [email protected].  Written submissions are not required at a public meeting but can be made at a later date and will be accepted up to the date that Council makes a decision on the matter.

 

If you wish to receive information on a specific planning application or to be notified of an upcoming meeting related to a planning matter please email [email protected].

 

If you are unable to make written submissions and therefore wish to make an oral statement during the public planning meeting please email [email protected] prior to noon on the date of the meeting to register. You will be provided further instructions on how you will connect during the virtual meeting.

The Committee's areas of responsibility are: Administration, Cultural Services, Finance & IT Services, Engineering & Infrastructure, Fire & Partner Services, Operations Department, Airport Commission, Arena Advisory Board, Cycling Advisory Committee, Library Board, Museum Advisory Board, Police Services Board, Railway Tunnel Committee, and the Youth Advisory Council.

The following community partners may also report to this committee: Aquatarium, Brock Trail Committee, Leeds Grenville and Lanark District Health Unit, UCL&G Joint Services Committee, Public Liaison Monitoring Group (PLMG), St. Lawrence Lodge Management Board and Tourism.

The Arena Advisory Committee was established to provide advice and recommendations to the Director of Operations for the efficient operation of the arena facilities. Members have an interest in the general operation of the said Community Facilities and do not representative of any specific user/special interest group.

The Brockville Airport Commission was created for the purpose of organizing, maintaining and operating a field and facilities as an airport. The Airport Commission is appointed by Council to assist in policy decision making in order to ensure safe operation of the airport. The Airport Commission also serves to propose capital projects and assist Council in making recommendations for operating and capital budgets of the Brockville Airport. The Airport Commission assists in event planning and seeking out opportunities to bring new user groups to the airport. The Airport Commission is responsible for reviewing all Airport incidents and accidents and making recommendations for safeguarding the Brockville Airport.
Members
The Committee of Adjustment is a Committee appointed by Brockville City Council in accordance with the Planning Act. The Committee of Adjustment has been given powers under the Planning Act and by City Council to deal with minor variances to certain City By-laws, mainly the City’s Zoning By-law, and to deal with land severances where a minor variance is required.

The Committee, when reviewing a Minor Variance Application, must consider the following matters:
Is the variance minor?
Is the variance desirable for the appropriate development of the lands in question?
Is the general intent and purpose of the Zoning By-law maintained?
Is the general intent and purpose of the Official Plan maintained?

In order for decisions of the Committee of Adjustment to be valid, all these matters must be considered and included in the Committee’s decision.

Heritage Brockville Committee’s purpose is to advise and assist Council on matters relating to Part IV and Part V, Section 29 of the Ontario Heritage Act, and other matters Council may specify by bylaw. Therefore Heritage Brockville provides expertise on issues related to cultural heritage properties in matters of designation or repeal, alterations, demolition or removal, and easements or covenants.
The committee meets on the first Tuesday of each month at 7:00 pm at City Hall and the meetings are open to the public.
Members
BMAAC meets on the fourth Tuesday of each month at 1:00 pm in the board room at City Hall, their objectives are to describe the process by which BMAAC will identify, remove and prevent barriers to people with disabilities. In addition they hope to identify the facilities, policies, programs practices, and services that the Committee will review in the coming years to identify barriers to people with disabilities. Finally they will recommend to City Council the measures that should be undertaken in the coming years to identify, remove and prevent barriers to people with disabilities.

Public Library

The Library Board is responsible for developing library policy and works with the CEO to oversee the Brockville Public Library. You can review the board’s bylaws for a comprehensive look at their roles and responsibilities.

The Library Board is made up of volunteer members appointed by Brockville City Council. Most trustees are members of the general public appointed for up to four years and a City Councillor.

Regular board meetings are held the fourth Monday of each month at 5:30 pm at the Library and members of the public and delegations are welcome to attend. **There are no meetings in July & December. Board members may be contacted at [email protected]

The goal of the BRTC is to develop a plan and find the means to renovate the tunnel and open it from end-to-end for city resident and tourist visitor traffic. With the tunnel being the oldest in Canada, it has considerable potential of adding to the inventory of Brockville tourist attractions. The goal is to raise the funds necessary to complete all aspects of the project and then to be self-sustaining. BRTC meet the second Thursday of each month at 9:00 am in the Council Chambers at City Hall.

Members
The Tall Ships Festival Committee is established to coordinate the delivery of the Tall Ships Festival on behalf of the City of Brockville.

The Tall Ships Festival will report to the Economic Development Recreation and Tourism Committee (ERDTC) on the delivery of this event.

The Committee will coordinate and deliver the Tall Ships Festival including, but not limited, to the following areas:

• Coordinating with Tall Ships America
• Sponsorship, fundraising and grant applications
• Marketing and promotion
• Ticket sales
• Volunteer coordination
• Coordinating other events and entertainment
• Coordinating food/beverage and other vendors
• Logistics and transportation
• Coordination and participation with local businesses

The Tourism and Culture Committee is established to provide Economic Development Recreation and Tourism Committee (ERDTC) with advice and guidance on the delivery of tourism and cultural services within the City. This will include oversight of the business and operational plans of the Destination Marketing Organization (DMO) that delivers tourism information and stakeholder services and tourism marketing and promotional service on behalf of the City of Brockville.

The Tourism and Culture Committee will also provide advice and guidance to coordinate and align other City cultural assets and events such as the Brockville Arts Centre, Brockville Museum, Tall Ships Festival, River of Lights and other existing Committees of Council that are interrelated and contribute to the visitor experience.
The mandate of the Twinpad Committee is to take work done to date by the arena advisory committee on the feasibility of a twinpad rink/facility – review locations, desired facilities, capital costs, operating costs, Community Benefit, Strategic Benefit, Economic Development Benefit, and revenue,. Rank recommendations and options in a report to council. The Twinpad Committee was dissolved in 2019 when their recommendation's were presented to Council. 

The Youth Advisory Council (YAC)  provides a voice for young people in the Brockville community. They provide a youth perspective on municipal and other issues to be considered by the Mayor and Council as they carry out their political responsibilities. YAC meets on the second Tuesday of each month at 4:30 p.m. in the board room at City Hall.

 
Members
The Island Breakfast Committee (IBC) was created to organize and run the annual Island Breakfast, a popular summer event. The Island Breakfast is a unique opportunity to citizens and visitors, who may not otherwise have access to the islands, to enjoy breakfast on Brockville's Refugee Island.  The net proceeds from the breakfast events will be used to build a shelter, upgrade bathrooms and develop camping sites on Refuge Island. The Island Breakfast Committee has been dissolved.
