    Notice of Public Meeting Concerning Proposed Amendments to the Official Plan and Zoning Bylaw 050-2014 for the City of Brockville, 36-46 King Street West, Brockville

    The Planning and Operations Committee of the City of Brockville will be holding a Public Meeting to give the public an opportunity to make representations concerning proposed Amendments to the City of Brockville Official Plan and Zoning Bylaw 050-2014.


    Summary of Proposal:

    Subject Property:

    36-46 King Street West (former Woolworths Site)

    Description of Lands:

    Lots 1 and 2 and Part of Lot 17, Block 31, Plan 67.

    Proposal for the Lands:

    The proposal addresses redevelopment of the former Woolworths location to permit a new 9 storey mixed-commercial-residential building, containing approximately 725 square metres of leasable commercial space, 66 residential units and 42 interior parking spaces accessed from Victoria Lane.

    Existing Official Plan Designation:

    “Downtown and Central Waterfront Area”, within the “Mixed-Use Node”, subject to “Main Street Area” Policies, “Continuous Street Frontage” Policies and “Source Water Protection” considerations.

    Proposed Official Plan Change:

    “Downtown and Central Waterfront Site Specific Policy Area” within the “Mixed-Use Node”, subject to “Main Street Area” Policies, “Continuous Street Frontage” Policies and “Source Water Protection” considerations. The Site-Specific Policies being requested are to add the property into the “Skyline Development Area” and identify a maximum of 9 storeys and to encroach into the angular plane to a maximum of 2.0 metres.

    Existing Zoning:

    “MD-11-Mixed Use Downtown Special Exception Zone”, subject to “Minimum 2 Storey Building Height at Street Edge” Policies, “Maximum Building Height – 6 Storeys” Policies, “Continuous Street Frontage” Policies and “Source Water Protection” Considerations.

    Proposed Zoning Change:

    “MD-Mixed Use Downtown Special Exception Zone”, subject to “Minium 2 Storey Building Height at Street Edge” Policies, “Continuous Street Frontage” Policies and “Source Water Protection” Considerations. The special exceptions being requested are:

    1. Reduction to the minimum rear yard from 6.0m or 50% of the height of the building to 0.0m.
    2. Increase to the maximum allowable height from 21.0m (6 storeys) to 33.0m (9 storeys).
    3. Permission to encroach into the 45-degree angular plane to a maximum of 2.0m for architectural features (canopies, parapets and building services).
    4. Reduction to the minimum required parking spaces from 1.0 space per unit to 0.5 spaces per unit.
    5. Increase to the maximum lot coverage from 90% to 100%.

    The subject lands are the subject of concurrent applications for Amendment to the Official Plan for the City of Brockville and for Amendment to City of Brockville Zoning Bylaw 050-2014, as amended.

    All public comments concerning the proposed amendments shall be heard by the Planning and Development Committee at this Public Meeting. Any person may attend this public meeting and make written or oral representations either in support of, or in opposition to, the proposed Amendments. Written submissions from persons not attending the meeting should be received by the Director of Economic and Development Services, City Hall, One King Street West, P.O. Box 5000, Brockville, Ontario, K6V 7A5, or by email to circulations@brockville.com, by 26 February 2024.

    If a person or public body does not make oral submissions at the public meeting or make written submissions to the City of Brockville before decisions are granted respecting the proposed amendments, the person or public body:

    • is not entitled to appeal the decisions of the City of Brockville to the Ontario Land Tribunal; and
    • may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the board, there are reasonable grounds to do so.
