    Notice of Public Meeting Concerning Proposed Amendments to the Official Plan and Zoning Bylaw 050-2014 for the City of Brockville, 3064 and 3076 Parkedale Avenue, Brockville

    The Planning and Operations Committee of the City of Brockville will be holding a Public Meeting to give the public an opportunity to make representations concerning proposed Amendments to the City of Brockville Official Plan and Zoning Bylaw 050-2014.


    Summary of Proposal:

    Subject Property:

    Wellings of Brockville, Parkedale Avenue

    Description of Lands:

    Part of Lots 14 and 15, Concession 2, as in LR75473, LR70508 and LR45123; Brockville, being Parts 1, 2 and 3 on 28R-12601, and Parts 1 and 2 on 28R-15582.

    Proposal for the Lands:

    The proposal is to construct Phase 2 of a townhouse complex (one and two bedroom units) centred around a community clubhouse.  Construction of Phase 1 has already commenced and provides a series of private streets and walking trails, linking outdoor amenity areas and greenspaces to the surrounding area.

    Proposed Official Plan Change:

    Change from “Mixed Use and Commercial Area”, within the “Mixed Use Node”, in part, “Corridor Commercial Area”, in part, and “Parks and Open Space Area”, in part, subject to “Source Water Protection Considerations”, to “Neighbourhood Development Area”, in part, and “Parks and Open Space Area”, in part, subject to “Source Water Protection Considerations”.

    Proposed Zoning Change:

    Change from “H4-C3 – General Commercial Arterial Zone”, in part, “EP – Environmental Protection Zone”, in part, “EP-1 – Environmental Protection Zone”, in part, and “R4-23-General Residential Special Exception Zone, in part, subject to “Source Water Protection Considerations”, to “R4-23–General Residential Special Exception Zone”, in part, “EP – Environmental Protection Zone”, in part, “EP-1 – Environmental Protection Zone”, in part, subject to “Source Water Protection Considerations”.


    The subject lands are the subject of concurrent applications for Amendment to the Official Plan for the City of Brockville and for Amendment to City of Brockville Zoning Bylaw 050-2014, as amended. They are also subject to a current Site Plan Control Application under file number D11-466.

    All public comments concerning the proposed amendments shall be heard by the Planning and Development Committee at this Public Meeting. Any person may attend this public meeting and make written or oral representations either in support of, or in opposition to, the proposed Amendments.  Written submissions from persons not attending the meeting should be received by the Director of Economic and Development Services, City Hall, One King Street West, P.O. Box 5000, Brockville, Ontario, K6V 7A5, or by email to circulations@brockville.com, by 24 January 2024.

    Written requests for notification of the adoption of the proposed Official Plan and/or Zoning Bylaw Amendment, or refusal of the request, must be made to the Director of Economic and Development Services for the City of Brockville at the address provided above.

    If a person or public body does not make oral submissions at the public meeting or make written submissions to the City of Brockville before decisions are granted respecting the proposed amendments, the person or public body:

    • is not entitled to appeal the decisions of the City of Brockville to the Ontario Land Tribunal; and
    • may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the board, there are reasonable grounds to do so.
