The Planning and Development Committee of the City of Brockville will be holding a Public Meeting to give the public an opportunity to make representations concerning proposed Amendments to the City of Brockville Official Plan and  Zoning Bylaw 050-2014.

Concurrently, Applications for Consent have been submitted respecting the same parcel to allow for the property to be severed into multiple lots. The Chief planning Officer will consider the applications for severance once there is a decision respecting the request for the amendments to Zoning Bylaw 050-2014.


Summary of Proposal:

Subject Property:

125 Stewart Boulevard, Brockville Shopping Centre

Description of Lands:

Part of Lot 12, Concession 1, and Part of Lots 5 and 6, Plan 238, City of Brockville.

Proposal for the Land:

The proposal addresses the redevelopment of the Brockville Shopping Centre. The proposed amendments will, if approved, permit the property to be subdivided and redeveloped to accommodate a mix of commercial and residential uses on each property.

Proposed Official Plan Change:

Amend the current Site Specific Policy Area that reads “In addition to the other uses already permitted through the “Mixed Use and Commercial Area” policies contained in this Plan, 125 Stewart Boulevard shall be permitted residential uses on the ground floor without the requirement to meet a minimum ground floor height of 4.5 metres as it relates to the residential units only, and to allow a maximum building height of 12 storeys” and amend it to remove the reference to “125 Stewart Boulevard” and allow it to be applied to all the lands under this application upon severance.

Current Zoning:

MC-2 Mixed Use Corridor Special Exception Zone.

Proposed Zoning:

All Proposed Parcels:

Amend the current MC-2 Mixed Use Corridor Special Exception Zone and create a new MC-3 Zone, MC-4 Zone, and an MC-5 Zone to permit the following:

    • Permission for 100% of the ground floor to be used for residential and/or commercial.
    • Reduction to the minimum required amenity space of 50% per bedroom type.
    • A Reduction to the minimum required children’s play area size from 2.5m2 per unit to 1.75m2 per unit.
    • A Reduction to the minimum parking required per Apartment Unit from 1.1 spaces to 0.8 spaces.

Requests specific to each new proposed parcel:

Retained Lands: Current Mall Property, Amended MC-2 Zone to permit the following:

    • Establish a parking ratio of 3.75 spaces per 100.0 m2 for all commercial uses except for a medical office requiring 1.0 space per 30.0 m2, and a Commercial Recreation Establishment at a rate of 1.0 space per 40.0 m2.
    • Establish a maximum allowable height of 36.0 metres.
    • A Reduction to the minimum rear yard from 6.0 metres to 2.6 metres.

Proposed Severance #1: Rear Parking Area (File B06/23). Rezone from MC-2 Zone to a new MC-Special Exception Zone to:

    • Establish a parking ratio of 2.5 spaces per 100.0 m2 for all commercial uses except for a clinic and medical office requiring 1.0 space per 30.0 m2.
    • Establish a maximum allowable height of 36.0 metres.
    • A reduction to the minimum lot frontage required from 15.0 metres to 13.6 metres.
    • Reduction to the minimum landscaped open space required from 10.0% to 7.0%.

Proposed Severance #2: Current Beer Store Lands (File B07/23). Rezone from MC-2 Zone to a new MC-Special Exception Zone to:

    • Establish a parking ratio of 3.75 spaces per 100.0 m2 for all commercial uses.
    • Establish a maximum building height of 27.0 metres.
    • A Reduction to the minimum landscaped open space required from 10.0% to 0.0%.
    • A Reduction to the minimum rear yard from 6.0 metres to 5.3 metres.

Proposed Severance #3: Currently Dairy Queen and Great Canadian Oil Changers (File B08/23). Rezone from MC-2 Zone to a new MC-Special Exception Zone to:

    • Establish a parking ratio of 3.75 spaces per 100.0 m2 for all commercial uses.
    • Establish a maximum building height of 27.0 metres.
    • Reduction to the minimum landscaped open space required from 10.0% to 0.0%.

The subject lands are the subject of concurrent applications for Amendment to the Official Plan and Zoning Bylaw 050-2014, as well as applications for consent to sever.

Brockville History Books available by donation of a non-perishable food item

On Wednesday December 20th and Thursday December 21st the City of Brockville will be making “The Story of Brockville” books by Glenn J. Lockwood available to the public. The City of Brockville published the book in 2006 and a quantity has been kept in storage for several years, but we have recently been required to relocate the books.

We would prefer that the books are in people’s homes instead of another storage room and would like to offer them to the public.

To pick up your copy, bring a non-perishable food item to be donated to the west side of City Hall between 9:00 am and 3:30 pm (or until supplies run out). Please access Market Street West from Water Street to keep traffic moving easily in and out of the drop off zone.

No parking signs have been set up in the angled-parking top four spaces to facilitate the pick up and drop off during this giveaway so you can pull right in to get your book.

Brockville City Council and Brockville City Staff would like to wish everyone a Merry Christmas and Happy Holidays and hope that you will enjoy having these books on your bookshelves for years to come.

Homelessness Update from United Counties of Leeds and Grenville

Collaborative Partnerships aim to Support Homelessness in the United Counties

Homelessness continues to be a challenging reality in our region. As the weather gets colder, the Counties remain committed to effectively responding to homelessness in our communities. All Members of Counties Council, along with the Mayors of the City of Brockville, Town of Gananoque, and the Town of Prescott, form the Leeds and Grenville Joint Services Committee (JSC). The Committee is responsible for decisions regarding Community and Social Services, which includes Ontario Works, Homelessness, Social Housing and Children’s Services. JSC Chair, Mayor Corinna Smith-Gatcke of Leeds and the Thousand Islands, said, “The factors contributing to homelessness are diverse and complex; helping our most vulnerable requires community conversation and engagement amongst all sectors to ensure an end to homelessness in Leeds and Grenville.”

Mayor Smith-Gatcke noted “the Committee’s priority is to support initiatives which not only end homelessness but prevent it from occurring in the first place.” The Joint Services Committee has supported several initiatives and programs to address homelessness. In 2023, these initiatives and programs assisted 158 individuals in obtaining housing, reduced chronic homelessness by 13%, and created 26 new supportive housing spaces. A total of $578,000 in direct payments were provided to individuals and families to end or reduce homelessness this past year. The Counties also provided $1,585,860 to partner agencies across Leeds and Grenville in 2023.

The United Counties is committed to working with and investing available resources through our Homelessness Prevention Program funding to support long-term solutions to homelessness in our communities, while also recognizing the elevated levels of homelessness in the City of Brockville. Brockville’s Mayor, Matt Wren, said “the United Counties, and my colleague members of the JSC have identified there is a concentration of homelessness in the City of Brockville. The United Counties have provided extensive supports directly and through a number of agencies including, but not limited to, access to food, temporary shelter, health support, supportive housing, outreach and rental subsidies and have assisted 158 individuals to obtain housing in 2023.” Mayor Wren added “Brockville is a community that shares great concern about our homeless population and together as various levels of government, agencies and citizens we are working to make a difference.”

The JSC and Counties’ staff have developed a robust program to ensure our homeless population is offered opportunities for engagement and support. The Community and Social Services Division of the United Counties of Leeds and Grenville is currently in the process of developing a three-year Homelessness Prevention Strategy. Once completed, this document will serve to inform the public of the Counties’ long-term approach to addressing homelessness across Leeds and Grenville. Through continued cooperation with member and partner municipalities, the Counties continues to explore new opportunities for collaboration to offer a broad range of supports and assistance for individuals in need.

  1. Waste and Recycling Collection

There will be no collection Monday December 25th nor Boxing Day, December 26th, therefore, collection the week of Dec 25th to 30th, will be moved two days past your regular pickup day.

There will be no collection New Year’s Day, January 1st. Collection the week of January 1st to 5th, will be moved to the following day of your regular pickup day.

Winter Collection

The winter months can be challenging for your waste and recycling collector. Following the suggestions below can make their job easier, safer, more efficient, and will reduce late and missed collection:

    • Place your waste at the end of your cleared driveway or shoveled out part of the boulevard.
    • Waste should not be placed on the road or sidewalk as it creates a hazard for pedestrians and snow plow operators.
    • Don’t leave your waste on your front lawn, steps, against your house, on top of or behind snowbanks, away from the curb, or where it cannot be accessed by the collectors without difficulty.

Please consider that the collectors are coming from the roadside and place waste where it can easily be accessed without the collectors having to climb through snow or leave the roadside and go onto your property. Your waste may be left behind if it cannot be safely and easily accessed.

 

  1. Christmas Tree Collection

The City of Brockville collects natural Christmas trees once a year for one week in January. 2024 Christmas tree collection will take place during the week of January 8th to 11th.

Please place your natural Christmas trees out by 7:00 am on the same day as your recycling and garbage collection date during that week. Be sure to remove all decorations, tinsel, and tree bags or it will be left behind. No artificial trees please. To prevent Christmas Trees from being left behind, please ensure that they are not on top of a snowbank or frozen into a snowbank. This helps us collect the Christmas trees in a time efficient manner. Please refer to the Waste Collection Calendar and Information Guide for collection dates.

Woolworths Property Development

The City of Brockville is happy to share a significant update about a project that the community has been very interested in, and very patiently awaiting.

Mayor Matt Wren and Josh Gibson, Managing Partner of the Caber Group of Companies, shared Caber’s plans around a transformational investment in our community, specifically in Downtown Brockville.

The project represents one of the largest ever construction projects to occur on our city’s main street, and a development that truly stands to set our Downtown Core on a new trajectory.

“I feel that our news today about the redevelopment of the property formerly known as Woolworths will compliment other recent investments like the adjacent 48 King West luxury suites and move the needle forward tremendously.” Said Mayor Wren. He went on to say; “I want to commend the members of Council from the last term for the unanimous decision to embark on this journey. It was a decision we reached together and that everyone supported, and I believe that is significant.”

In the subject property redevelopment, the City knew that the street front, as per zoning requirements for Downtown Brockville, would be commercial space with a desire for housing to be included in keeping with one of the City’s strategic goals of getting more people living downtown.

The community also wanted to ensure the historic ambiance of our downtown core was respected in the design – even though it would be replacing what would have been at the time of its build, a very contemporary façade. Other priorities included off-street parking and other professional spaces.

Caber Group is submitting its Planning application and we’re ready to commence the public process that will see this project move forward. This will include a statutory Public Meeting early in the New Year, as early as February, and staff bringing a recommendation to Council surrounding Caber’s application in the following weeks. During that process there is opportunity for members of the public to submit comments and ask questions.

Josh Gibson, Managing Partner of the Caber Group of Companies shared;
“Today, Caber Group and our design partners at IDEA Integrated Design and Linebox Studios are happy to announce that we have submitted our Site Plan Application for the redevelopment of 36 King West. While there is still much work to do, we recognize that this is a significant milestone and one that the City and its residents have been anticipating for quite some time. We look forward to the public consultation process and remain committed to delivering this exciting project that will bring much needed housing to downtown and restore the heritage feel of the streetscape.”

Redevelopment in our historical downtown core is essential for preserving cultural heritage, stimulating economic growth, fostering community identity, and creating a sustainable and vibrant environment. It requires a careful balance between modernization and preservation to ensure the longevity and relevance of the downtown area.

At today’s 2pm announcement, Mayor Wren stated, “Thank you to those who’ve gotten us here today. For your courage, your imagination and your vision as I believe this will truly be a game changer for our City, for our Downtown core, and for the many small businesses who rely on us to create an environment where businesses can succeed”

Planned Temporary Traffic Disruption Notice for Rotary Santa Claus Parade and River of Lights at Blockhouse

T’is the Season!

Saturday, November 25, 2023, from 4:30 p.m. until 7:00 p.m., King Street – North Augusta Road to Edward Street. All intersections on King Street from North Augusta Road to Edward Street will be closed to traffic for the Santa Claus Parade.

Only emergency services vehicles and local traffic will be permitted in this location. Detours will be in place. The City of Brockville asks that drivers always respect the posted construction signage. Delays can be expected. The travelling public is encouraged to use alternate routes. 30-Day Review Period:

The Ontario Ministry of Transportation (MTO) has undertaken a Planning, Preliminary Design, and Class Environmental Assessment (Class EA) Study for Highway 401 from 2 km west of Stewart Boulevard to 750 m east of North Augusta Road (about 4.5 km), within the City of Brockville. The purpose of this study was to develop a Recommended Plan for the rehabilitation and/or replacement of five structures; determine the long-term plans for the Stewart Boulevard and North Augusta Road interchanges, and establish the footprint for interim six lanes and ultimate eight lanes of Highway 401 within the City of Brockville.

A summary of the study process, including the identification and evaluation of alternatives, the Recommended Plan, anticipated environmental impacts, proposed mitigation measures, and consultation activities carried out as part of this study, has been documented within a Transportation Environmental Study Report (TESR). The TESR is available for public comment between November 22 and December 22, 2023. The TESR is available on the study website (www.highway401brockville.ca), and can be reviewed in person at the following locations:

In addition, a request may be made to the Minister of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester’s contact information and full name.

Requests should specify what kind of order is being requested (request for additional conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request.

Compost Site Dates Extended by Two Weeks

Curbside leaf collection will be completed during the week of November 13 to November 18th.

Gord Watts Municipal compost site has extended their opening hours for two additional weeks for drop off.

Hours:

Monday to Friday 12pm to 5pm

Saturday 10am to 3pm

The site will close Friday December 8th, 2023 for the season.

Leaves and brush may be brought to the Gord Watts Compost Site at 251 North Augusta Road. Leaves are free to drop off, but a small fee applies to brush. Please note that plastic bags are not permitted for leaf collection. Leaves must be in paper bags or reusable containers only. Please ensure that no garbage or brush is included. Compost site hours and rates are available in the waste collection calendar.
